How do we frame an external link so that the clients "stay" on our site?

With that asked, is there an SEO issue with having it framed with in our site instead of allowing them to open a new window and totally meander through out the INTERNET and possibly forgetting where all that wonderful content was coming from?

What would the tag be? I use Coffee Cup to keep track of my pages for easy re-upload when I goof up my site through CMS (not that I have ever done it on an hourly basis or anything).
