Default When to do "New Page"

In web site design when is it a good idea to pop a new (leaving the old page they were on in the background)? Watching my logs, I see lots of people go right to the "My Listings" link, go thru all 4 pages and leave. I am wondering if I should make that link open in a new page. I definitely do it when someone may be leaving my site but I see others do it from time to time within the site and was wondering why. It would be annoying if too many opened but for which ones is it acceptable?

I wouldn't use a new window unless they were leaving the site.

I only do it if someone is leaving to another site, or I am opening a page that does not have friendly navigation (Such as a definition popup page or something)
